Job Description:

OmniSolve is seeking an experienced, solutions-oriented Enterprise Architect with a broad range of integrated business and IT skills for a civilian government agency client.   The ideal candidate will have extensive experience in supporting large-scale systems across the software development lifecycle. The candidate should have a broad understanding of business, application, and technology domains of the Enterprise Architecture.  The Position requires competence and experience in all the architecture layers, software and platform technologies, problem solving, and quality assurance techniques. The candidate should be a strong facilitator and listener who can work with Government Subject Matter Experts (SMEs) to gain operational knowledge, develop an architectural roadmap, analysis of alternatives with robust business cases, and related sequencing plan.   This position will be responsible for day-to-day architectural support.

Responsibilities Include
  • Support the Government in the design and development of processes, environments and procedures in the ‘business’, ‘data/information’, ‘application’ and ‘technology’ domains.
  • Update and support  implementation and quarterly maintenance of the Enterprise Architecture and Integration Management plan which shall document the
    • architecture baseline and target
    • Analysis of alternatives and robust business cases
    • tasks required to manage the enterprise architecture and the Transition Plan to the target architecture, including security architecture
    • Detailed Program Roadmap, including the integration of common components, business functions through the common services and the transition of those same functions from their legacy systems.
  • Collaborate with stakeholders  to collect and analyze architecture artifacts
  • Support the maintenance of IT standards  
  • Collaborate with the architecture team  to develop architecture initial implementation (baseline) and system/components integration
  • Schedule and facilitate architecture status meetings with team and stakeholders. Topics of architecture status meetings shall include, but are not limited to: technical roadmap, IT standards, cloud migrations, data architecture, GUI architecture, release planning, and Program business priorities.
  • Document meeting minutes, actionable items and outcomes of the Architecture meetings.  
  • Document status on the progress of outstanding architectural deliverables,
  • Support the planning, development and evolution of the IAE SAM.gov architecture using the Government-provided architecture tools appropriate to capture a conceptual, logical and physical architecture.
  • Reconcile data elements across the legacy systems into the new common services data architecture and taxonomy.
  • Develop the Enterprise Data Architecture and document all facets of data standards and develop the Master Data Management (MDM) and Governance plan and support the Government in the  implementation and management of the plan
  • Provide architectural support for data analytic opportunities and activities
  • Support IT Governance activities with architecture recommendations and business cases
  • Support Government with implementation, management and governance of the plans and procedures to ensure data is managed according to Federal Government and GSA policies.
  • Coordinate with Government personnel to perform quality assurance on the data, manage changes to the metadata including impact on both development and operations, and provide analysis of existing data in support of data quality management.
The candidate must
  • Have extensive experience in the application of Enterprise Architecture and knowledge of Enterprise Architecture design, development, documentation and deployment techniques.
  • Possess exposure in a wide variety of technologies  and platforms such as AWS Cloud architecture, Elasticsearch architecture, Microservices architecture, ForgeRock authentication framework, LDAP framework print tool suite, Visual studio, Github enterprise, JDK, NPM 2.15.11, Node V 5.12, Source Tree, Postgres, Pentaho data integration, Microstrategy, Postman  
  • Mature technical leadership experience including successful leadership of technical teams on mission critical projects.
  • Ability to understand IT strategy and align business needs to technology enablers through well thought out analysis of alternatives and resulting business cases
  • Demonstrated experience across the software development lifecycle (SDLC), including assessing, managing, and mitigating risks across the SDLC
  • Demonstrated written and oral communication skills and ability to coordinate technical activities with client and other vendor personnel
  • Sufficient experience to be conversant in and have a working knowledge of each of the business and technical objectives of the PWS. The Front End Architect’s experience must demonstrate that he or she can understand all aspects of the work, with the ability to provide expert technical guidance that supports business objectives.

 The following qualifications are preferred but not required

  • Ability to lead and oversee an Enterprise Architecture team
  • Experience with AngularJS, Bootstrap, D3 reports, and SQL Server
  • TOGAF, FEA(F) or DODAF Certification
  • Previous work experience leading software development projects in Federal Government
