Summary Description:

OmniSolve is seeking a diverse and multi-talented project manager to lead a mid size team for a civilian government client.  The project team supports the task areas of:  Enterprise Architecture, Technology Business Management (TBM), Budget, IT Capital Planning, IT Strategy, and IT Governance. The ideal candidate should have a strong background in IT management consulting and have good knowledge of the task areas noted above.  Additionally, the candidate should have an understanding of the IT development lifecycle, change management, knowledge management, process re-engineering, and possess excellent leadership, customer relationship and communication skills.  This position will be responsible for day-to-day oversight of the program, management of approximately 10-15 personnel, and direct interaction with client project managers and leadership.

  • Project planning and coordination of teams including developing and implementing an integrated project plan, communication plan, and risk mitigation plan
  • Managing and tracking project activities to expected outcomes.
  • Oversee quality assurance process and integrate quality control tasks into plan to ensure a quality end product
  • Coordinate and facilitate stakeholder meetings to effectively communicate project progress, project impediments and solutions, and risks/issues
  • Facilitate strategic discussions on various topics with stakeholders including but not limited to how workstreams align with and support IT strategy
  • Identify and support change management initiatives as the client moves to a Technology Business Management framework
  • Identify and support knowledge management initiatives to capture information on staff transitioning
  • Identify and support process improvement initiatives that are needed to further streamline work and personnel
  • Coordinate workstreams and ensure they are completed on time, with high quality, with an efficient use of resources, and meet client expectations
  • Be the central point of communication for project plan and keep teams and output aligned with goals and expected outcomes
  • Identify/assess new requirements and manage client expectations
  • Produce and deliver executive level presentations for project stakeholders
  • Sustain strong on-going, positive relationships with Client Project Managers and Project Team Members
  • Understand how to evaluate alternatives and business cases for effective decision making

 The candidate must:

  • Have excellent Project Management skills in planning and monitoring all activities across the project lifecycle
  • Have excellent requirements gathering and prioritization, assessing options, and making recommendations and presenting
  • Be able to blend creativity, problem-solving, and technical knowledge for refining existing project tasks or developing new task approaches to seize opportunities to sustain project success
  • Have strong teamwork and interpersonal skills while managing client expectations
  • Have excellent organization and communication skills (verbal and written)
  • Possess strong client consulting skills including relationship building and interpersonal skills
  • Take ownership of the plan, be able to multi-task, and work independently and across teams and stakeholders
  • Be able to provide guidance/alignment and direction on client vision, strategy, business objectives, and measures
  • Experience working with quality and delivery assurance principles and appropriate procedures relevant to area
  • Have a good understanding and experience with Technology Business Management (TBM) Framework and change management required to support a client transition to this framework
  • Experience working on teams supporting Enterprise Architecture, IT Standards, and IT Governance, Budget, IT Capital Planning, and IT Strategic Planning

 The following qualifications are preferred but not required:

  • PMP Certification is preferred but not a requirement
  • Experience with analysis of alternatives and business case development
  • Working in public sector
