Job Description:

OmniSolve is seeking a Subject Matter Expert (SME) and Business Relationship Manager with local, tribal, or federal law enforcement experience to support the Tribal Access Program (TAP).  This position requires a background in criminal justice, knowledge of FBI CJIS systems to include NCIC, NICS, III, N-DEx, NGI and state systems such as Nlets.   In August 2015 the U.S. Department of Justice (DOJ), Office of the DOJ Chief Information Officer (OCIO) launched the Tribal Access Program (TAP) for National Crime Information to provide federally-recognized tribes access to a set of Federal Bureau of Investigation (FBI) systems: NGI, NCIC, NICS, N-DEX, and LEEP (the Law Enforcement Enterprise Portal), using a TAP kiosk with COTS hardware and software.  This position serves as the liaison between DOJ TAP and the tribal Indian community and is responsible for the customer relationship with tribal agencies.  Responsibilities include ensuring that the tribes understand CJIS policies governing proper use of FBI CJIS systems, supporting tribes in the onboarding and vetting process to gain access to FBI’s Law Enforcement Enterprise portal, and building relationships with the tribes on the TAP Program after they have been trained and have access to the systems.  This position requires some travel (approximately 25%) across the country and may support the training of users on TAP.

Responsibilities:

Responsibilities Include
  • Providing Program and Project management support for TAP to include an understanding of the tribal Onboarding and Vetting process, workstation deployment process, training curriculum and development, end user training requirements; leading teams to meet milestones and deliverables including budget and criteria for selection of tribes
  • Supporting FY planning for Tribal Access Program developing presentations and interfacing with C-level staff
  • Developing and delivering on site training for tribal agencies that includes training for criminal and civil agency and CJIS systems
  • Developing and delivering training curriculum, and end user training requirements for criminal and civil agencies to include, but not limited to NCIC validations, NCIC requirements and how to read an Identity History Summary
  • Providing necessary system documentation on TAP and marketing of TAP for the tribes across the country
  • Tracking and coordinating CJIS Security Awareness Training and Certification and NCIC Test and Certification to ensure appropriate tribal use of TAP services
  • Advise and assist TAP staff in the identification, preparation, deployment, and maintenance of the tribes participating in TAP. This includes an understanding of the relationships between various government body functions and the application for CJIS systems, the limitations and controls necessary with dealing with criminal history and other sensitive information, and the processes that will enable the tribes to leverage the LES systems to effectively fight crime and ensure the public safety. 
  • Educating the tribes on various criminal justice agency processes to include bookings and disposition workflows, and basic law enforcement business practices related to record management systems, records retention and department policies regarding handling of criminal justice information
  • Ensuring tribal personnel take the required CJIS Security Awareness Training and Certification and NCIC Test and Certification
  • Providing Law Enforcement and CJIS Systems Agency (CSA) Subject Matter Expertise, specifically at the local agency level for both criminal justice and civil agencies
Qualifications
(Minimum):

 

The candidate must

  • Have Experience across the Law Enforcement Services Portfolio at DOJ to include an understanding and need of mobile technologies utilized by Criminal Justice personnel.
  • Have knowledge of FBI CJIS organization, CJIS Security policy, and structure for each CJIS System (NCIC, NGI, N-DEx, NICS, CJIS Security Policy, non-criminal justice agencies, NLETS)
  • Have in depth understanding of and experience applying the CJIS Security Policy v 5.5 at the agency level and ensuring it is applied properly between agencies (inter agency) and crafting the types of documents that are required
  • Have knowledge of onboarding and vetting processes to grant access to CJIS systems
  • Have knowledge of complex integrated systems deployment processes
  • Have experience collaborating with tribal agencies to assist them through the onboarding and vetting process to ensure they meet the milestones set forth by the program manager; interfacing with CJIS personnel on resolving any questions/issues as it relates to appropriate use of TAP services providing access to CJIS data and processes
  • Have experience in capturing end user training requirements, developing training curriculum, conducting classroom training to tribal civil and criminal agencies regarding the workstation, capture of fingerprints, how to register sex offenders and other uses
  • Team player who is a self-starter, organized, flexible in doing any kind of task asked and able to take direction and able to meet milestones and deliverables
  • Good written and oral communication skills and able to present to Senior Leadership
  • Experience with Business (Customer) Relationship Management
  • Experience with the following technologies: Microsoft skills – Word, Excel, MS Power Point presentations, SharePoint 2016
  • Ability to work in a fast paced environment
Qualifications
(Preferred):

 

The following qualifications are preferred but not required,

  • Experience with government civilian agencies
  • Certified NCIC operator
  • Exposure and experience in end user training is a plus
  • In-depth knowledge of the CJIS Security Policy
  • Experience working with federally recognized tribes
  • Willingness to learn and desire to work with underserved populations
